The War Within introduced Valorstones, and Harbinger Crests as two currencies to upgrade gear. These currencies can be exchanged at the NPCs who upgrade item s, Cuzolth and Vaskarn.
Each item can be upgraded to its maximum level only once for a slot. Afterward upgrades to that slot will be cheaper. Additionally, the pity system introduced in The War Within lowers extreme chance of winning upgrades.
